Felicito C. Payumo has held numerous leadership positions in the corporate world, government, civic and professional organizations. He graduated cum laude in Economics at Ateneo de Manila University in 1959, went to Harvard University Graduate School of Business Administration in 1967 (where he is recipient of an S.C. Johnson Scholarship) and the John F. Kennedy School of Government at the Harvard Institute for International Development in Cambridge, Massachusetts, U.S.A.

Felicito C. Payumo is also a member of several Professional and Civic associations such as, but not limited to Past President of Makati Jaycees, Harvard Business School Association of the Philippines, Ateneo Scholarship Foundation and Manila Polo Club.

His Experiences in the Private Sector includes:

President, Engineering Equipment Inc. - One of the Philippine's leading construction firm which pioneered in manpower contracts in the Middle East and provided employment contracts to thousands of overseas Filipino workers

Chairman, Gulf Asia Travel Corporation

Founder & Director, Urban Development Bank

Director, Filipino Contractors International Corporation

Director, Construction Manpower Development Foundation.

Chairman and Administrator, Subic Bay Metropolitan Authority (SBMA) 1998 -2004

Congressman, Bataan 1st District 1987 - 1998
